Covering 3 to 9 October 2026. One grid-market order on how deviation pool deficits are shared. Every item is checked against the issuing authority's own document.
1. CERC keeps current DSM deficit sharing until April 2027
CERC · 3 October 2026 (Petition 16/SM/2026)
Regulation 9(7) of the CERC Deviation Settlement Mechanism (DSM) Regulations, 2024 governs any deficit in the Deviation and Ancillary Service (DAS) Pool Account. Where surpluses in other regional pool accounts are not enough, the balance is recovered from drawee DICs, at first 50% in proportion to drawal at the inter-state transmission system periphery and 50% in proportion to general network access (GNA), and from 1 April 2026 by the shortfall of reserves allocated by the National Load Despatch Centre (NLDC). An order of 30 March 2026 in Petition 02/SM/2026 had already moved that switch to 5 October 2026.
Grid-India wrote on 29 September 2026 that the resource adequacy framework and the practice of maintaining reserves at State level still need to evolve, and that only 7 of 34 States and entities had furnished information on declaring and earmarking reserve capacity. Using its power to remove difficulty, CERC directed that the 50:50 drawal/GNA sharing continues until 4 April 2027, and that reserve-based sharing takes effect from 5 April 2027. Grid-India must prepare a detailed procedure before 4 April 2027 for CERC approval.
Why it matters for wind: The deficit is recovered from entities drawing power from the grid, not from wind sellers, whose own deviation charges are unchanged. The delay shows State reserve declarations under the resource adequacy framework running behind, and that framework will shape demand for firm and storage-backed renewable supply.
