Covering 17 to 23 October 2026. A charge waiver for a hybrid project delayed by transmission works, and more time to comment on the grid code. Every item is checked against the issuing authority's own document.
1. CERC waives inter-State transmission charges for a hybrid project delayed by an ISTS substation
CERC · 18 October 2026 (Petition 228/MP/2026)
AMPIN Energy Green Private Limited and AMPIN Energy Green Three Private Limited sought extension of the scheduled commercial operation date (SCOD) of their 50 MW wind-solar hybrid project at the Fatehgarh-IV ISTS pooling station, up to its actual COD of 28 February 2026, and a waiver of inter-State transmission charges as if COD had been achieved by 30 June 2025. The SCOD was 31 December 2024, but the Fatehgarh-IV ISTS substation was charged only on 31 January 2026 and CTUIL set the start date of connectivity at 22 August 2026. The generating project, pooling substation and dedicated line were completed before 30 June 2025.
CERC's Committee on SCOD extensions had extended the SCOD by six months to 31 December 2025 and, in its report of 26 March 2026, to 28 February 2026, finding the delay was due to non-availability of the ISTS substation and that 28 days after charging was reasonable for commissioning. CTUIL did not file a reply. Under Regulation 13(2)(h) of the Sharing Regulations, 2020, extensions for such projects cannot exceed six months at a time and not more than two times beyond 30 June 2025. CERC held the project eligible for the waiver as if it had achieved COD on or before 30 June 2025.
Why it matters for wind: Wind and hybrid projects often depend on ISTS substations built by others, and this confirms the transmission charge waiver can still be secured where the generator finished its own scope in time. The cap of two six-month extensions beyond 30 June 2025 still binds.

2. CERC extends the comment deadline on its draft grid code amendment to 2 November
CERC · 22 October 2026
CERC's Secretary extended to 2 November 2026 the last date for comments on the draft CERC (Indian Electricity Grid Code) (Second Amendment) Regulations, 2026, from 21 October 2026, at the request of stakeholders. The draft, issued on 21 September 2026, would cap cumulative extensions of infirm power injection at three months, require a successful trial-run certificate before such power is scheduled, and add a congestion charge on top of deviation charges when flows exceed the Total Transfer Capability (see the 25 September edition).
Why it matters for wind: Developers commissioning wind in stages, and anyone exposed to congested corridors, have until 2 November 2026 to comment.
