1. CEA proposes co-located storage and grid-forming requirements for onshore wind in draft technical standards amendment

CEA · 3 September 2026

The Central Electricity Authority issued a draft Second Amendment to the Technical Standards for Construction of Electric Plants and Electric Lines Regulations, 2026, and invited stakeholder comments up to 4 October 2026. The draft aims to improve the ability of renewable generating stations and associated storage to support the grid as renewable penetration rises. For specified future ground-mounted solar and onshore wind projects, it proposes co-located energy storage requirements.

Projects commissioned after 1 July 2027 would face proposed grid-forming capability requirements, including grid-forming control on at least 15% of inverter capacity and grid-forming capability for battery energy storage system power-conversion systems. The draft also proposes minimum co-located energy storage requirements for specified projects, with a minimum two-hour duration and a higher duration for projects commissioned in later periods. These are proposed provisions, subject to the consultation and final regulatory process.

Why it matters for wind: If adopted as drafted, specified future wind projects would need to design in co-located storage, and post-July-2027 projects would need grid-forming capability, both of which affect layout, cost and equipment choice. Comments are open until 4 October 2026.
