1. CERC restores revoked connectivity for wind tranches of two Sprng hybrid projects

CERC · 3 August 2026 (Petition 616/MP/2025)

Sprng Vayu Vidyut challenged the Central Transmission Utility of India Limited's (CTUIL) revocation of connectivity for the wind parts of two wind-solar hybrid projects in Madhya Pradesh: 82.5 MW of a 250 MW project under an NTPC power purchase agreement (PPA) and 49.5 MW of a 150 MW project under an NTPC letter of award. The connectivity at Rajgarh substation sat in three tranches of 55.44 MW, 50.40 MW and 50.40 MW. CTUIL revoked the first two on 25 February 2026 and the third on 5 March 2026 under Regulation 24.6 of the General Network Access (GNA) Regulations.

CERC held that CTUIL rightly refused to convert part of Tranche A to the PPA route, as the minimum for conversion is 50 MW against the 32.1 MW sought, and rightly revoked Tranche C, as the NTPC letter of award was not in the grantee's name and the project had done little beyond buying turbine land. CTUIL must reconsider the Tranche B route-change request. For Tranches A and B, which were nearing completion, CERC used its relaxation powers and set the revocations aside, subject to compensation: 50% of the connectivity bank guarantees (Rs 0.8044 crore and Rs 0.754 crore) for the first three months, then Rs 1612.15 and Rs 1662.25 per MW per day on uncommissioned capacity, rising 10% each month, up to a maximum delay of 15 months. Compensation received is used to reduce monthly transmission charges.

Why it matters for wind: The order confirms CTUIL's power to revoke connectivity for missed milestones, but shows CERC will step in where a project is close to completion. Lenders will note that restored connectivity now carries a priced delay, capped at 15 months.
