Covering 9 to 15 May 2026. Two connectivity revocations reversed for a price, and a draft grid code in a major wind state. Every item is checked against the issuing authority's own document.
1. CERC sets aside CTUIL's revocation of a 400 MW connectivity grant
CERC · 13 May 2026 (Petition 856/MP/2025)
CTUIL revoked the in-principle connectivity for ACME Cleantech Solutions' 400 MW project on 4 December 2025 because land documents had not been furnished. The Delhi High Court had directed status quo on 5 December 2025, pending CERC's consideration of the matter.
CERC set the revocation letter aside. It directed CTUIL to process the source change application, issue the final grant of connectivity and process the land documents, and gave the developer time to furnish land documents for 100 MW of connectivity with payment of compensation. The Commission also held that conversion from the land or land bank guarantee (Land BG) route to the letter of award (LoA) or power purchase agreement (PPA) route is available only after the final grant of connectivity, under Regulation 11A(4) of the General Network Access (GNA) Regulations. If the developer does not comply, CTUIL may act under the GNA Regulations.
Why it matters for wind: Revocation for late land documents is not final where the developer can still cure the default and pay compensation. Developers on the land or Land BG route also have a fixed sequence: final grant of connectivity first, route conversion only after.

2. CERC allows late financial closure papers with 5% compensation and quashes revocation
CERC · 13 May 2026 (Petition 7/MP/2026)
Prerak Greentech Solar asked CERC to direct CTUIL to treat documents it submitted on 27 November 2025 as compliance with the financial closure requirement in Regulation 11A(2) of the GNA Regulations. CTUIL had revoked the connectivity by letter dated 31 December 2025.
CERC relaxed Regulation 11A(2). CTUIL must scrutinise the November documents and calculate compensation at 5% of the total connectivity bank guarantees, following the Commission's orders of 5 December 2025 in Petitions 768/MP/2025 and 769/MP/2025. The compensation will be adjusted from the Rs 11.5 crore the developer deposited against encashment of its bank guarantees, with the balance returned, and money collected as compensation goes to reducing monthly transmission charges under the 2020 Sharing Regulations. The revocation letter stands quashed, and the developer must re-furnish its connectivity bank guarantees within 15 days of confirmation of the documents.
Why it matters for wind: A missed financial closure deadline need not end in connectivity loss if the papers were ultimately filed, and the cure price is 5% of the connectivity bank guarantees. The same formula has been applied in earlier orders, so developers can price the cost of delay.

3. GERC releases draft Gujarat Electricity Grid Code, 2026
GERC · 14 May 2026
The Gujarat Electricity Regulatory Commission has issued the draft Gujarat Electricity Grid Code, 2026.
Why it matters for wind: The grid code sets the connection and operating rules that generating stations on the Gujarat grid must follow. Wind developers with plants in the state should check the draft for provisions that would apply to their projects.
