India Wind Policy Weekly: 6 March 2026

CERC lets delayed wind projects keep ISTS connectivity for up to 15 months past the revocation trigger, at an escalating daily charge.

Covering 28 February to 6 March 2026. One order this week, but it sets the price of delay for every ISTS-connected project running late. Every item is checked against the issuing authority's own document.

1. CERC sets compensation in place of connectivity revocation for delayed wind projects

CERC · 2 March 2026 (Petitions 276, 346 and 347/MP/2025)

Three developers, including Serentica for 200 MW of wind, challenged CTUIL notices revoking connectivity for projects that missed commissioning. Instead of revocation, CERC allowed them to keep connectivity on payment of compensation per MW per day for the capacity not yet commissioned, at project-specific base rates (for example Rs 2,083/MW/day in the 200 MW wind case).

The rate rises 10% a month from six to twelve months after the revocation trigger date, and doubles from twelve to fifteen months. Beyond fifteen months, connectivity for the uncommissioned capacity is revoked. Encashed connectivity bank guarantees must be re-furnished within one month, and the compensation collected goes to reduce transmission charges for all users.

Why it matters for wind: This turns connectivity loss from a cliff edge into a known daily cost with a hard stop. Delay scenarios in a project model, and in due diligence on late-stage wind assets, should now include it.
